He later headed the Puerto Rican Commission that met with President William McKinley in Washington to petition rights for Puerto Ricans, with no results. He went back to the island and established his residence in his native Mayagüez. There Hostos founded the Municipal Institute, which had a school for children, a program of Saturday lectures, and an evening school for workers. Hostos tried to promote a unified response to the American military regime through The League of Patriots. But the political parties did not support his proposals. By the end of the year, he accepted an invitation from Dominican President Horacio Vázquez to work again on education in that country
En el 1898, Hostos vino a los Estados Unidos para tratar de evitar la anexión norteamericana de Puerto Rico, pero cuando llegó a Nueva York, ya había salido una expedición militar a invadir la isla. En Nueva York, Hostos fundó la Liga de Patriotas. Algunos meses después, presidió la Comisión Puertorriqueña que se reunió con el Presidente William MacKinley en Washington para peticionar por los derechos de los puertorriqueños, sin lograr resultado alguno. Regresó a la isla y estableció su residencia en Mayagüez, su ciudad natal. Allí fundó el Instituto Municipal, que tenía una escuela para niños, un programa de conferencias sabatinas y una escuela nocturna para trabajadores. Hostos intentó lograr que se diera una respuesta unitaria al régimen militar norteamericano mediante La Liga de Patriotas. Pero los partidos políticos no apoyaron sus propuestas. A final de año, aceptó una invitación del presidente dominicano Horacio Vázquez para trabajar nuevamente en el sistema educativo de ese país.
